    We asked the MN Department of Labor and Industry on whether charitable gaming organizations are to use sales or sales minus prizes as the measure of whether you are considered a large organization (greater than $500,000 in sales annually) or small organization (less than $500,000 in sales annually) in regards to which hourly wage you should be paying come August 1.

    The state has now said that our sales are the measure to be used for determining our size and not sales minus prizes as the Federal Government uses on our 990T.

    I personally believe that holding us accountable for 83% of the money that we never get to use to pay bills or taxes is wrong (to say the least).  A charity with sales of $500,000 will have banked as little as $85,000 in a year, hardly my definition of a large business.  

    It will be my recommendation to the board that we seek membership approval at the annual meeting in November at the convention/expo for a statute change that clearly states that sales minus prizes is the measure of the size of our organizations, not sales.

    If you believe the same as I, please attend the convention/expo to ask that we seek this change.

    Clarification on Hot Ball Bingo from Chris Mau at the Gambling Control Board

    A charity may offer a hot ball prize on certain games in a session and not on others, such as a progressive game as long as it is spelled out in the organization's bingo program.


    Hot ball prizes do not count towards any other prize limits.  The only limit is the $500 per occasion limit on the hot ball prize itself.

    Attached is the recap of your schedule C donations for FY 2014 and the summary recap of what charities paid out in expenses and taxes in FY 2014.  It was decided that using the fiscal year numbers would be better than calendar as you will be able to include your FY 2014 expenses and taxes with your donations in telling a compelling story to your legislators.

    As we have mentioned, the tax committee is still in play over the interim and you getting to your legislators with your specific numbers will help them see what you do for your communities, what you pay in expenses and what you pay in taxes in a given fiscal year.  This will only increase our chances at tax relief.

    Big bingo win represents turnaround for charitable gambling

    Electronic charitable gambling is posting a turnaround this summer, years after state officials wrote it off as a source of stadium funds.

    Lawmakers picked e-pulltabs and electronic-linked bingo to help pay for a new Vikings stadium. But the games initially fell flat, and forced Gov. Mark Dayton and the Legislature to come up with a new financing plan.

    But a bingo player in Eveleth won $71,000 Saturday night, a sign that play is picking up and driving up jackpots to unprecedented levels.

    "It's the largest jackpot that's ever been issued in Minnesota charitable bingo history, so we're pretty excited about it," said Jon Weaver of Pilot Games, the bingo game operator.

    Electronic linked bingo was an afterthought when e-pulltabs were launched in 2012. But Weaver says it is a winner.

    "It's a very important step to have a game that has this level of market acceptance that you can generate a $70,000 plus jackpot," he said. "it means that people are playing the game, and e-gaming may have developed some sea legs."

    State officials tapped new corporate taxes to pay off stadium bonds in 2013. But new charitable gambling taxes could yet prove a key financing mechanism to pay off the stadium's 30-year mortgage.
